  "text": "The Commission shall make the following services available:\nOperational services as follows:\nHelpdesk and operations:\n(a) Helpdesk Support;\n(b) Incident Handling;\n(c) Monitoring and Notification;\n(d) Training;\n(e) Security Management;\n(f) Reporting and statistics;\n(g) Consulting.\nReference centre:\n(a) Information management;\n(b) Documentation centre (CIRCABC).\nIn order to provide these services, the Commission shall maintain the following applications:\nStatistical applications;\nCIRCABC;\nService desk tool.",
